I've used Paint.NET at a few different sites and haven't noticed any stability problems.

.NET itself seems to play unhappily with Dell and Windows though. There are two minor but annoying problems:

- a meaningless error message on Windows startup
- MS Word 2007 always thinks it's being started for the first time and wants to go off looking for components to install

Apparently these are well-known problems on recent Dell laptops, but none of the various fixes works for me so far.
