There's a difference between HTMLHelp (compiled CHM file) and html help (a collection of html pages). I'll make the assumption that Michelle is referring to the former (Chris, your link points to the latter).

In either case, I don't think there will be an issue with touchscreen. The device itself takes care of the input -- the help application (or web page) doesn't know the difference. HTML help will be more flexible than HTMLHelp in adjusting the font size. A window in the CHM file (HTMLHelp) can be set to stay on top; I'm not certain about html help, but I think probably not. You might drive your users batty with this anyway :)
