If you open a PDF in Adobe Illustrator you will get a dialog where you specify a 
resolution for opening the file.  You can then save the PDF at the new setting. 
Adobe also has an online PDF creation site where you can do the same thing. 
However, interactivity (jumps, cross-references, etc.) will probably be lost.
