At some point, you may find that a longstanding Windows best practice may be the most practical resolution: to reformat the disk and reimage it with a ground-up reinstall of the apps you use.

In many corporations, there is a corporate workstation image that can make this surprisingly simple.

Over time, the cruft that can accumulate on a Windows system can become somewhat cumulative, with problems tending to multiply.

I know more than a few very expert Windows gurus who typically will do this once or twice a year as something of a matter of routine.

I hope that won't be necessary, but if it is I hope you will make the decision before you have spent an inordinate amount of time trying to troubleshoot and still having to resort to this expedient.

What no one has mentioned is that you could be suffering from a file system failure that has corrupted something. That happens surprisingly often, but the effects can be very subtle. That is precisely the kind of thing a reimage can correct relatively painlessly.

Thanks, Fred! That sounds promising. Will give it a shot. I sent this same file to a colleague, who had no trouble creating the pdf, so it's definitely my system, somehow.
