My experience has been that EPS is best for vector graphics export, TIFF for raster graphics and RTF for text. If you have a PDF that contains all three, there is no export format that will provide optimum results for everything at once.

I vote with Fred: export from EPS. It's your best bet either in its own right or as a pathway to EMF.
