I don't have an answer for you "in general" but for the specific task you describe, I'd recommend using an engineering chart. A good example is Michael Chu's "Cooking for Engineers" recipe format:

You can visually show dependencies (from left to right) and relative timing of steps in the process workflow (top to bottom). Creating such a diagram can be done simply in Excel using appropriate use of cell widths, heights, and borders.
