Dice is, in my experience, the best job site for IT, including tech writers.
Monster is a bit junkier - you have to click through ads on a routine basis,
and when you post your resume there, you will get junk calls from recruiters
who found one keyword match on your resume but didn't bother reading it.
However, there are plenty of HR departments that use it, so post your resume
on both.

Both sites also let you set up search agents to send you jobs of interest by
email.
