In some states, my NC being one of them, it is illegal to use the job title or professional designation of "Engineer" unless one is a licensed engineer. A brief check of the laws does not reveal what, exactly, constitutes engineering, but it's a good bet that civil engineers are okay, mechanical, electrical and steam engineers might be, and software or information engineers are not.

To become a licensed professional engineer in NC you need three character references, two of whom must be licensed professional engineers, and you must pass an exam.

My wife, a certified quality engineer, never ran into any difficulty with her job title, but never had to become a licensed professional engineer either. Maybe she is illegal, and should be deported back to Massachusetts.
