http://www.serena.com/products/openproj/ is an open source project planner.
It's a Java program, so it's multiplatform. You can set working days and
hours as in Project, and allocate hours by percentage, i.e., 50% of an 8
hour day is tracked as 4 hours. I don't know whether you can manually tweak
the percentages by the day in real-time, though.
