editing javadoc comments

I need to edit some Java source code to clean up programmer-written
doc comments used to generate a javadoc API reference.

The Eclipse IDE makes that pretty simple and helps avoid accidentally
editing anything other than the doc comments. Has anyone found a
better free tool for that job?
