You could do the following:
1. Write DITA XML topics, using any good DITA-aware editor: Leximation's
DITA-FMx, oXygen, XMetaL and others
2. Publish your DITA-structured content in a variety of output formats:
* Using the DITA Open Toolkit
* Using any DITA-aware HAT, for example RoboHelp, WebWorks ePublisher,
Madcap Flare...
* For PDF output, you could use DITA-FMx (via FrameMaker) or
DITA4Publishers (PDF via InDesign). DITA4Publishers provides a
framework for transforming DITA-structured content to InDesign. You
