That's great for the first round of revisions, but for second and
later drafts, you want underline / strikeout markup showing reviewers
what has been added and deleted since the previous draft so they don't
have to waste time re-reading stuff they already signed off on.
Neither RoboHelp nor Flare currently support output of their
track-changes markup to PDF or Word. To me, that's a major minus
compared with FrameMaker plus MIF2Go or WebWorks (neither of which is
in that HAT matrix).
