If I were already using FrameMaker, I would have a desire to use Arbortext because it would increase my areas of knowledge, which is a selfish goal I admit. I have used Structured FrameMaker and Arbortext, and it was not difficult to make PDFs with Arbortext. The practical argument of staying with what you know (FrameMaker) is a good one though.

One thing to consider is what is being done generally in the industry, and I believe that the USAF and many other defense-related entities use Arbortext heavily.

What DTD are you going to use? S1000D?
