Like TW rates, it probably varies by a good 30-40% among various stores
in the area, for the same damn bread.

When you say that, "Contracting rates, like other prices, are set by the
market," your point is clear. But the market "sets" contracting rates at
such a broad range that "sets" doesn't quite convey the right meaning.
Very few tech writers can get a ridiculously high rate, and very few can
afford to live here on a ridiculously low one. But in the range between,
it's not unreasonable for a TW to raise rates for new clients as needed.
