I believe that Andrew is speaking about technical consultants who can't write well, and not technical writing consultants. You can't replace a computer security specialist with a technical  writer. That said, I'm sure it's hard to find computer security specialists that are also good writers. 

Andrew: there may be some good distance learning opportunities, though I haven't had time to look them up. I've seen listings for courses on teaching engineers to write.Check with PCC and PSU as well. I've worked at companies in the Portland area before who contracted with PSU to provide focused on-site training. In my case, a PSU professor created a customized class in instructional design and came to our company once a week for two months to deliver the training. I don't know about any of the costs involved, though.
