The report on this site only shows results for adults from 1993-2003. It
shows that the percentage of adults with intermediate literacy has risen
while the percentage with below basic and proficient literacy have both
decreased. IOW, the middle levels have risen (good), the lowest levels have
fallen (also good) but the higher levels have also fallen (not so good).

I think it's a fairly safe proposition that a good professional writer
should have a literacy level that meets or exceeds proficient, don't you?
