Robert Lauriston suggests looking at "HelpConsole".

I have had the misfortune to work with HelpConsole. I found the interface very "clunky", and certain things you simply could not do without manually editing the code (like hyperlinking to bookmarks in other files). Replacing images was also problematic (the updated image simply wouldn't display during the editing session). The HTML code was also very messy when it came to fixing things that the WYSIWYG editor couldn't handle.

Surem there were some nice features too, but constructing a Help system was frustrating and slow compared to RoboHelp, and outweighed the main selling point of the tool: on-the-fly, real-time updating of live pages.
