Kathee - I basically learned on the job, but as I learned I started getting really interested in it and bought a book called "The Elements of International English". There were some good seminars sponsored through STC - Twin Cities Chapter. Maybe there would be some at your local STC chapter.
In my Internet research, I came across W3 Consortium which is usability with some internationalization interspersed. Also, I cannot remember the professor's name, but there was a prof at University of Wisconsin that had a website dedicated to internationalization.
If I find the name, I'll let you know and pass along the URL.

I agree that Usability is a good choice. Our "User Experience Designer" is transitioning to another position, and it is extremely difficult to find a replacement.
Where I work, the managers value some skills outside of just technical writing, for example, Web design, HTML, and programming languages. Also, experience developing and delivering training is desired. Don't know if there is coursework for that.
Megan--I like your suggestion about translation skills. I find that going into localization projects with little understanding is very difficult. Where is the best place to get that knowledge?
