Nancy, if you want to pick up the skills (knowing how), then you need to get your hands on the technology. However, if you just want the knowledge (knowing that) you can pick up a lot reading tech blogs and forums.

BBC Click (http://news.bbc.co.uk/2/hi/programmes/click_online/default.stm) is a good zero-background-experience starter place; read it for a couple of months and you'll slowly start to get a gist of what's going on in the non-fuddyduddy world.

Ars Technica (http://arstechnica.com/) is for the more advanced, but if you're a good reader and a quick learner, it will get you up to speed on the cutting edge of stuff.

I'd recommend reading both each day. Bit like learning a foreign language, at first it'll make no sense, but after a few months you'll be telling other people stuff they didn't know.... :-)
