WCSchools is wrong on this count, and wrong on a lot of others, too (see www.w3fools.com). I would be very wary of using it as a resource. Actually, correction - I'd avoid it like the plague.

Instead, use the W3C's comprehensive spec materials. The official character reference is here - http://www.w3.org/TR/html4/sgml/entities.html - and &apos; isn't on it.

And &apos; certainly is part of HTML according to
http://www.w3schools.com/tags/ref_entities.asp because the apostrophe
is a reserved character in HTML.

Technically, &pos; is in XHTML but not in HTML, and
http://www.w3.org/TR/xhtml1/# says to use &#39; instead.

As a practical matter, is this actually unsupported by any common
browser? http://www.w3schools.com/tags/ref_entities.asp says (without
citation) "HTML and XHTML processors must support" it.
