I would want to know more about the book's content before making a definitive choice on this. "Technical Writing" might indicate that the book is focused more narrowly on developing content than on developing and communicating it to others via multiple media.

For most situations, I think Technical Communication is the logical term, but for the title of an introductory book, I think Technical Writing is the better choice, because the intended audience of an introductory book is more likely to understand and feel comfortable with Technical Writing and is more likely to think Technical Communication signals either "something else" or a more advanced text.

But, I'm open to hearing alternate views (minus the flames:-).
