Right. A good reason for paying a manager more is his or her ability to substantially increase the profitability or success of a company. The people managing quality, safety and technical writing are rarely in that position. The pay rate then settles into whatever amount needs to be paid to fill the position. Sometimes the manager is also the writer or vice-versa.

Occasionally a manager is so bad that the staff hold an after-the-meeting meeting every week to establish the actual plans for the week. (Been there, have the T-shirt.) Rational justification for such managers and for their pay rates is usually lacking.
