It was easy in my last position....we were all contractors and I approved
their contracts. I also approved their time sheets, so I knew the value of
their contract and how much they invoiced on a regular basis.
In a previous position, all I was responsible for was performance reviews
and recommendations for pay raises. Personnel kept actual pay rates secret
making it difficult for managers to create realistic budget projects, and
virtually impossible to ensure staff were paid according to their
performance. My tenure at that company was short as they micromanaged
management and staff, and morale was below sea level.

How did you do pay leveling to ensure equal pay for equal performance if you
didn't know what your reports were making...?

What we could never get was the actual pay rates for individual employees.
