Arbortext Editor, the XML editor, can be run standalone on a PC. In order
to produce (most) output (think PDF), however, you will also require a
"composition" product. PTC heavily pushes the server version of this
(Publishing Engine) which is (making lots of assumptions about your
requirements based on your request) going to seem very expensive. Print
Composer is also available (still expensive, just not "very expensive"
;) for small deployments.
It may be possible with the use of XSL-FO you could generate PDF without an
Arbortext composition product ... I can't quite remember how their
licensing works with respect to XSL processing, but I think it is enabled
in Editor without composition products.
It is certainly possible to author in Arbortext Editor and use some
completely unrelated product to generate your output from your XML.
