Any approach that puts all the data in only one place will probably result
in someone suffering a lot of pain during high traffic periods when WAN
throughput bogs down.

I've worked in two global companies, and for both the ultimate solution was
to have people doing checkin-outs and check-ins in synchronized local
databases. The databases would synch files in real-time when they were
being checked in and out, but otherwise all file transactions were local.
One company had a lot of cash, and used Oracle databases; the other was a
lot smaller and used CVS repository servers.
