Just curious if this would be legitimate (not sure if it would help John) -- maybe the possessive removes the prepositional phrase so you can use "is"? (I was not an English major, sorry):
"Two months' free service is given to a current customer."

Definitely "are". Take out the prepositional phrase and read it. But
yeah--would read better w/o the passive voice.
