conditional text and MS-Word output

Hi everyone,

We're trying to find the best tool to use for a project that is just
starting. We have two primary requirements:
* robust conditional text
* ability to ship output files as both PDF and MS-Word

Currently on our list to test are Word, Open Office, and Latex. Has
anyone used any of these tools with complex conditional text? Have you
created MS-Word output from either Open Office or LaTex? Any words of
advice? Are there any other tools that we should look at that would
satisfy both of our requirements?
