It's not a good idea to apply for unemployment before you're eligible
because it only lasts a set number of weeks, so you don't want to
waste part of that period on weeks when you won't get paid.
Ideally, a person should get a job before benefits run out. It makes no sense to wait, since waiting only shifts the time without income from after the end of benefits to before the beginning.
A final payout from a company if it is based on time worked before termination will not prevent a person from receiving benefits. If the pay is for a vacation period and the vacation days are calculated after termination, then that pay will count against benefits.
