Stupid question... are you up to date on updates? I know we were looking to make the switch up to the new version but early users had a lot of these same complaints (most of which seem to be fixed by updates).
Also, you may want to try using the Structured FrameMaker product interface if you are using the regular unstructured Frame interface... that also solved a lot of these type of problems with the early users (the leading suspicion is that Adobe only tested in Structured FrameMaker mode, since the problems people were having in unstructured mode should be a showstopper for any release).
