1 way 2 look at this is 2 use numbers 4 just about every case u can think of.

Another way, which I favor, is to use the AP Stylebook or the Chicago Manual of Style.

AP says to spell out numbers ten or less. Hold on while I look up CMS.

Section 9 covers numbers extensively. Rule 9.3 is the general rule, and unelaborated it says to spell out 0 through 99. To thumb my nose at CMS I have deliberately made this paragraph very sloppy.
