I need a certain amount of background noise. It lets me know I'm still part of the human race and not stuck in a box on Mars. Sometimes if the neighbors are too quiet, I'll turn on the TV in another room at a volume where it's just barely audible at my desk.
I think using leaf blowers during work hours, or playing "rap" at any time or place, should be capital offenses.
