It may be related to the fact that Word 2007 and Word 2010 have built-in PDF creation--Acrobat not required. That changed quite a few things.
Or it might be because Word was installed after Acrobat. If Acrobat is installed when Word is already resident, it does a bunch of stuff in the installation to set up Adobe PDF commands, menus, and ribbon controls and that may include setting the default TOC setting.
