To Hire or Not To Hire decisions are totally out of the hands of the person being interviewed. For whatever reason, they did not find you a good fit. But it was a chance to dust off the resume and polish the interviewing skills a bit, and who knows, maybe someone you interviewed with did find something favorable about you and you'll cross paths in the future and have a leg up (technical writing can be a rather small world, at least for each geographical area).
