Like Tim Slager, my first thought was "categories".

It is a very busy page, though, and someone coming to the page cold (without your instructions) might struggle to find the HSM link. How about this belt-and-braces approach:

"From the row of device categories (PIN Acceptance Devices, Non PED, HSM, SCR), select HSM."
