If your manuals are candidates for localization, you probably don't want to do that. Translations impact the page count, and you may find that the once-blank final page has translated text, there's a new recto page with "This page intentionally blank" written on it in the target language, and a new blank verso page. Unfortunately, I speak from experience.

If your manuals will always be English only, this isn't an issue, of course. If the customer requires the blank page notification (some do), it's a different story.

Of late, I start chapters on recto pages, and if the last page is blank I just leave it blank. No customer nor anyone one in a review has complained (and if any reviewer does I may just engage in some dope-slapping). But, really, recto or verso chapter starts are an internal style issue, do what you think works best.

Do you still maintain this standard?

It creates numerous tedious, petty headaches. If the last page of a
chapter happens to be blank (because the chapter is forced to end on a
verso page), then reviewers ask "why is this page blank? Is this a
mistake?"

Other reviewers, as we know, demand that you put "This page
intentionally left blank" on the blank page, or "Notes."

Or, you can fiddle with the preceding text, forcing something onto the
last page no matter what, to eliminate the problem at the cost of a lot
of strangely placed white space.

I am strongly tempted to start chapters wherever they start, recto,
verso, I don't care.

Do you already do this? Was there a pained outcry?
