I use the "cookbook analogy." Consider the layout of a recipe:

Name of Dish

Description of dish that makes it sound so yummy you want to make it.

List of ingredients.

Directions.

What's not there? "To cook (Name of Dish, which they already know from the title), do/perform the following steps:"

Could your readers follow a cookbook recipe that doesn't have that sentence? If so, why do they need it in a user manual?
