I've seen active efforts to hide dev's activities and thoughts from the tech writers!

A good tech writing manager (if there is one at all) heads off the difficulties. From what I've seen it is usually necessary to cultivate and employ spies.

Some tech writers manage to rise above cynicism. So far, that accomplishment has eluded me.
