Erika,

This is something that a lot of people want to do these days, and there are many ways to accomplish it. I assume you mean the user would be coming to a website to get this information. Most of the ways I can think of off the bat involve having your source files in DITA XML. You can also do this with custom coding and web development. Most of them are not free, and you don't just install a tool and have it happen.
