I've seen and written them for specific platforms / frameworks /
environments / development tools. If you're working in a Windows
environment, the MS Manual of Style is comprehensive. Apple has user
interface guidelines for OS X and iOS. Etc.

It would be a huge challenge to create a comprehensive cross-platform reference.
