Hi Craig,
An ebook (in .pub or .mobi format, for example) is designed for an ebook
reader such as a Kindle or a Nook. When you change the size of the font in
the reader, the text of the book reflows.
PDFs are electronic representations of printed pages (which is why you can
install "Adobe PDF" as a printer on your Windows PC), and when you resize
the page in a PDF the text doesn't reflow.
