The headline does say "First Technical Writer" but the article itself and one of the comments make it clear he wasn't the first:

* the first /noted /technical writer
* the first /recognized /technical writer

... and go on to say that he ran a course TW, possibly the first. Apart from the unfortunate headline, this just reads as though the guy was a pioneer from a time before the term 'technical writer' was coined, which sounds fair enough to me (not having heard of him till five minutes ago).
