I don't like double submissions either. I've lost out on some good projects^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^^
because some agency submitted my name without my permission. This is how I
found out that this practice occurs: My selected agency submitted my name to
a project and was rejected because my name had already been submitted. Some
agency submitted my name without my permission. I never was able to find out
who that agency was.
On a related issue, I believe it is wrong when a company doesn't tell you
that someone else was selected for the role. You sit in limbo for weeks not
knowing that the role has been filled.
