Counting Words

Does anybody have an opinion about the accuracy of various methods of counting words? I've never had any need to count words in a document, and so I'm not sure what to make of the different answers I get between say a plain text editor and Word.

Plain Text Editor:

296,810

Plain Text in Word:

300,820

PDF Converted to Word:

316,719


Is there any consensus about which is likely to be the most accurate? Is there a better method?
