Hi Jim,
Pardon my naiveté here, but shouldn't Word do this?
I can do all three of these things with Open Office without using Acrobat at all.
In fact, I just opened a random Word file in Open Office, created an internal link, created a TOC, and exported a PDF that has bookmarks and hyperlinks (both internal and from the TOC).
That said, if you do need Acrobat, I think they still offer a free trial, so you could check it out before committing to a purchase.
