Information Architecture seems quite similar to Technical Writing

I was reading a review, located here (http://www.uxmatters.com/mt/archives/2016/02/information-architecture-in-review-part-1.php) of a new book on information architecture.

The reviewer talks about "breaking down information complexity."

One of the definitions I have read of technical writing is "simplifying the complex."

Those two definitions seem the same to me.

Is technical writing a branch of information architecture, or is information architecture a branch of technical writing?
