Ah! Good search-foo!

While the trend is definitely towards more sentence-like search terms
(especially with voice searching becoming more of a thing), that more
query-like style can definitely dig up results sometimes.

I took a different approach, searching broadly for the document itself. For
some documents this is definitely the way to do. If you want to find the
brochure for a Ford Edsel, for instance, searching "Brochure for Ford Edsel"
will get it on the first try, but it won't find it on the Ford site. I
should have tried this approach when the broad approach did not work. There
are some amazing collections of old documents on the Web, but it is hit and
miss what's out there and where you might find it.

Of course, searching the Post site did not turn up the document itself, but
it did turn up a citable reference to it, which is probably the next best
thing.

One of the things we have to remember as writers and information architects
is that while readers are heavily search oriented, most don't have this
level of search-foo.

Remove the e from "surely, I'll help" and we get "surly, I'll help."

Thanks to everyone for finding the articles and the ombudsman. I didn't
mean to start a fight on the list!
