I agree wholeheartedly about a task based approach. For each parameter,
why might they need to set it (the tasks it effects), which other
parameters also affect that task, what is the range of acceptable values at
your site (this might exclude some values that the software itself lets you
select), and which roles typically need to perform the task(s) that the
parameter affects. Not necessarily in that order.

Often configuration must be done in a particular order. For example, you
might need to configure a list of part types you work with, before adding
parts, because the list of part types determines which part items you can
select for your frequently used parts list.
