Ken, the tracing features in CorelDRAW look promising though you would
want to do some test conversions to see how much effort it takes to
get vector output of acceptable quality. Search terms to aid your
research are PowerTrace, Quick Trace and Outline Trace. These should
give you a feel for the process and options:

As for the budget, you have to get software to edit these new vector
files anyway. You could argue that this is simply an upgrade of your
existing PHOTO-PAINT software to the full CorelDRAW suite, with better
integration, etc.

Older versions of the Corel suite used to have a separate program
called CorelTrace. Current versions put bitmap tracing in CorelDraw.

PhotoPaint is a raster-only program and does not output vectors.
