Yes, thanks for that. We have, of course, already spent time searching the web for these tools, but I was hoping someone out there might actually have tried some and could make a recommendation.
The Wikipedia article on Web annotation seems to contain most of the tools that one can find by web searching. We have now tried a few, and the closest that comes to what we want is Hypothes.is. It's not a complete solution, but it is free and easy to install and use.
If anyone uses this or any other tool, I would love to hear whether they find it useful.
