This may be too obvious, but if this list is not of things that should be
done in a specific order, (for example, steps in a procedure) then you
should not use a numbered list but rather a bulleted list.

Numbers imply order. In a bulleted list you may choose to put the items in
order of easiest or most preferred, but they are options. The user will
pick one of them. In a numbered list the user must do all the steps in a
particular order. Your example requires a bulleted list, and if your
managers disagree please try to explain to them what I've written here.
